Colorado does not require process servers to be licensed, registered, or certified by any state agency. Under Colorado Rules of Civil Procedure Rule 4, process may be served inside or outside the state by the sheriff of the county where service is made, a deputy, or any other person over the age of 18 who is not a party to the action. While there is no formal licensing requirement, process servers must comply with all provisions of CRCP Rule 4, including proper methods of service and filing a proof of service (return of service) with the court. Service of the summons and complaint must be completed within 63 days of filing the case. If a person refuses to accept service, the service is still valid provided the process server knows or has reason to identify the person, identifies the documents being served, and offers to deliver them.

What is the Small Claims limit in Colorado?
The Small Claims limit in Colorado is $7,500, not including interest and costs, under C.R.S. § 13-6-403. Small claims cases are heard in the Small Claims Division of the County Court. Either party may request a jury trial. Attorneys are permitted to represent parties. A plaintiff may not split a single claim into multiple smaller claims to stay within the jurisdictional limit. The defendant must file a written response within the time specified by the court to avoid a default judgment.
Who can serve process in Colorado?
Under CRCP Rule 4, process may be served by the sheriff of the county where service is made, a deputy sheriff, or any other person who is at least 18 years old and not a party to the action. Colorado does not require process servers to be licensed, registered, or certified. What are the rules for substitute service in Colorado?
